Organization Out of Chaos: Using ICS to Manage Major Projects continued The rehabilitation of old structures presents planning and logistical challenges. An ICS model organization can organize the many personnel and their reports to assure the work is done safely. The logistics section chief is responsible for assuring all the tools needed to complete the jobs are available in sufficient quantity and at locations where they are needed. This may include ladders, hard hats, gloves, gas sensing detectors, pressure testing devices, sound meters—any tool an inspector needs to verify compliance with the code. The logistics officer also coordinates the purchase and delivery of meals, refreshments and other “creature comforts.” Finally, the finance/administration section chief handles all the paperwork: collecting inspection reports, documenting test results, tracking employee time and attendance, and assuring all bills are paid. Each of these functional roles has equal ability to grow or shrink as needed. Deputies and aides with clearly outlined roles and responsibilities can be added to support the functional roles. Here’s a link to a good ICS explanation of all these positions. Clearly, not every project needs this level of organization. Just like the fire service may send a single unit to investigate a smoke complaint without employing the entire ICS, an inspector checking the installation of a septic system for a single-family dwelling does not need an overhead command team.
